Kuwait on Thursday remanded in custody 24 opposition activists pending further investigation on charges they stormed the parliament building last week, their lawyer said.

"After interrogation all night, the public prosecutor this morning remanded them in police custody until Thursday night when questioning will resume," said Al-Humaidi al-Subaie, coordinator of the opposition defense team.

Kuwaiti police Wednesday arrested at least one opposition activist over charges of storming parliament while other activists began surrendering voluntarily, their lawyer said.

"Police arrested youth activist Youssef al-Shatti at Kuwait Airport this morning," coordinator of the opposition defense team al-Humaidi al-Subaie told Agence France Presse.

French Foreign Minister Alain Juppe said on Monday that there is no plan for military intervention in Syria because the opposition to President Bashar al-Assad's regime wants to proceed peacefully.

"The situation in Syria is different (from Libya). We have no intention of military intervention because the (opposition) Syrian National Council prefers to continue with peaceful efforts," Juppe told a press conference in Kuwait.

Arab regimes should not fear their peoples' aspirations for democracy and reform, French Foreign Minister Alain Juppe told a pro-democracy forum in Kuwait on Tuesday.

"A year after the start of the Arab Spring ... states gathering here should show they do not fear the aspirations of their peoples and civil society," Juppe told the opening session of the eighth Forum for the Future.

Thousands of Kuwaitis rallied on Monday for a change of government and the dissolution of parliament a day after the Gulf state ruler said he will not bow to pressure to change the prime minister.

Organizers estimated a crowd of 15,000 people braved rain to gather opposite the parliament building in the capital Kuwait City, where they also called for the premier to face questioning over graft allegations.

Kuwait's ruler has said the storming of parliament by the opposition last week was a "black day" in the country's history and insisted he will not bow to demands to sack the prime minister or dissolve parliament.

"What happened was abnormal ... The day when MPs (and dozens of protesters) stormed parliament ... was a black day for us," Sheikh Sabah al-Ahmed al-Sabah said during a meeting with Kuwaiti editors in comments published Monday.

Kuwait's emir, Sheikh Sabah al-Ahmed al-Sabah, on Thursday ordered the national guard and security forces to take all "necessary" measures to maintain security in the Gulf state.

The order was issued in a statement by the cabinet which held an emergency meeting chaired by the emir, a day after opposition-led protesters calling for the premier's resignation stormed the parliament building.

Thousands of Kuwaitis stormed parliament on Wednesday after police and elite forces beat up protesters marching on the prime minister's home to demand he resign, an opposition MP said.

"Now, we have entered the house of the people," said Mussallam al-Barrak, who led the protest along with several other lawmakers and youth activists also calling for the dissolution of parliament over alleged corruption.

Kuwaiti MPs on Tuesday called on world countries to recognize the opposition Syrian National Council as the legitimate representative of the Syrian people and take action against the regime.

"We declare our support for the Syrian National Council as the legitimate representative of the Syrian people," said a statement signed by 33 Kuwaiti MPs in the 50-member house.

Kuwait has denied that two of its citizens arrested in Iran were spying, saying they were working for a private television channel and had obtained visas to enter the Islamic republic.

"An official source at the foreign ministry categorically denied the accusation," made against the two citizens, said a statement posted on the state-run KUNA news agency late on Sunday.
