Sources close to President Michel Suleiman ruled out on Sunday the formation of the new cabinet in the next few days as Premier-designate Najib Miqati’s sources said he hasn’t yet received the names of the candidates of the Free Patriotic Movement and Hizbullah.

The Baabda palace sources told Ad-Diyar daily that Miqati was still seeking to remove the obstacles hindering the formation of the cabinet.

An Israeli officer revealed that the Israeli army had amassed some 200 targets in Lebanon ahead of the July 2006 war, including 100 houses and storage areas the party had used to safe-keep long-range missiles it had received from Iran, reported the Jerusalem Post on Friday.

He added that these targets were all destroyed in the first night of the war.

Three new obstacles have risen in the government formation process culminating in differences over naming the sixth Sunni minister, Lebanese Democratic Party leader MP Talal Arslan’s demand for a Cabinet portfolio, and President Michel Suleiman’s refusal to reappoint Adnan Sayyed Hussein as minister

The dispute over the sixth Sunni minister arose when Speaker Nabih Berri’s advisor MP Ali Hasan Khalil and Hizbullah chief Sayyed Hassan Nasrallah’s political advisor Hussein al-Khalil held talks with Prime Minister-designate Najib Miqati on Friday afternoon.

The optimism expressed by the March 8 forces about the possible formation of the new cabinet in next few days is exaggerated and is a tactic aimed at achieving political gains, a centrist politician told al-Liwaa daily.

The source said in remarks published Friday that Free Patriotic Movement leader Michel Aoun and his ally Hizbullah believe that the delay in the formation of the government was weakening them and strengthening Premier-designate Najib Miqati.

The March General Secretariat called on Wednesday President Michel Suleiman to halt his efforts to reach “futile” settlements with the March 8 camp seeing as Hizbullah and its allies have sought take over Lebanon by force since the Cedar Revolution in 2005.

It said in a statement after its weekly meeting: “The President should cease cooperating with the camp that staged a coup against the previous government and force all political parties to assume their responsibilities.”

A major hurdle preventing the formation of the new cabinet began surfacing this week after Free Patriotic Movement leader Michel Aoun insisted that the candidate for the second Maronite minister, part of President Michel Suleiman’s share, should not be from Jbeil and Kesrouan.

Beirut newspapers quoted informed sources as saying on Tuesday that for election reasons, Aoun is refusing that the sixth Maronite minister in the cabinet be from Jbeil and Kesrouan for fears that Suleiman would undercut the FPM chief’s popular base in the two regions in the parliamentary elections in 2013.

Hizbullah leader Sayyed Hassan Nasrallah and Free Patriotic Movement chief Michel Aoun have held talks in an attempt to end the government impasse, al-Liwaa daily reported Tuesday.

According to the newspaper, Nasrallah intentionally did not address local issues during the opening session of an intellectual conference on Iran’s Supreme Leader Sayyed Ali Khamenei in Beirut on Monday.

The March 8 leadership has expressed fear that the U.S. would impose sanctions on Lebanese officials if the new cabinet did not abide by U.S. conditions, al-Liwaa daily reported Tuesday.

The newspaper quoted informed sources as saying that the U.S. continues to veto an attempt to put the justice ministry within the share of Free Patriotic Movement leader Michel Aoun in the government.

Prime Minister-designate Najib Miqati’s meeting on Saturday with Hizbullah chief Sayyed Hassan Nasrallah’s advisor, Huessin Khalil, was limited to generalities over the rules that need to be adopted in the formation of the new government, reported the daily An Nahar Sunday.

It added that Miqati has not yet received from Hizbullah and Free Patriotic Movement leader MP Michel Aoun their ministerial candidates.

Hizbullah accused the Untied States on Saturday of hindering the formation of the new Lebanese government and using the international tribunal as a tool to change the balance of power in the country.

Deputy head of Hizbullah’s executive council Sheikh Nabil Qaouq said: “The international tribunal has become a political tool in the local political balance of power that the U.S. and its followers in Lebanon are using to confront the current parliamentary majority.”
